Cold tingle in lower stomach about four inches below belly on? Any ideas?

I have a cold tingle (as stated above) about four inches below my navel. It feels really cold inside and is even a little chilly on the outside, which is really strange and confusing. I don't even know whats down there really. Never been to the lady docters and I'd like to have an idea of what it is before I do go. Any ideas? I know it's a really odd symptom. I also get cramps all times of the month, for added fun!
