What is the percentage allowed by law in Nevada for HOA rate increases?

My HOA just raised our monthly dues by 45% and is citing one broken sprinkler line for the increase. I spoke to the landscapers and they said the line cost less than $10. I am wondering what the legalities are on increasing rates in Nevada. Thank You.
